Meet the Engineer Behind 300+ EV Charging Projects

Stephanie Mulhern, PE | Project Manager, Telecommunications & Utility Services
Holding Professional Engineering licensure across twelve states and more than 15 years of civil engineering experience, Stephanie Mulhern has built a career defined by technical rigor and multidisciplinary range. Her portfolio spans electric vehicle charging systems, wireless telecommunications infrastructure, battery storage facilities, and complex industrial, commercial, and residential developments.
In recent years, Stephanie has emerged as a recognized expert in the rapidly expanding EV charging industry, contributing to over 300 EV charging projects nationwide. Her leadership spans from conceptual site planning through permitting and everything in between. Stephanie and her team can assist their clients with design visits, professional testimony, construction drawing preparation, structural engineering, electrical engineering, stormwater management, grading design, and DOT permitting.
Stephanie launched her career in conventional land development and civil engineering, where she honed her skills in site design and built a strong foundation navigating the ins and outs of jurisdictional coordination. It was there that she learned how to deliver projects that were space efficient, cost-effective, and fully code-compliant. A subsequent move into the Telecommunications and Utility Services group sharpened her ability to drive high volumes of small-scope projects to completion under demanding turnaround times.

“When the opportunity to work in the EV charging station market came along, I knew my prior experience would provide a unique skill set—the ability to view a project through a land development lens while maintaining a fast-paced, small-scope mindset,” said Stephanie Mulhern, PE, Project Manager. That blend of breadth and agility mirrors what Colliers Engineering & Design offers as a firm: a small-firm feel backed by the resources of a large, multidisciplinary organization. “For EV charging projects, I am the single point of contact for our clients, but I can tap into a very deep bench of experts to ensure our client’s needs are met—electrical engineers, surveyors, environmental consultants, geotechnical engineers, and of course expert civil and site engineers,” Stephanie explained.
She also speaks to the firm’s ability to scale alongside its clients. “As companies grow and multiple projects come online at once, we have the capacity to manage that demand. Our nationwide presence means we can support any combination of sites simultaneously—from a single location with Level 2 chargers to 100 sites with multiple chargers and distinct scopes.
Stephanie Mulhern, PE, Project Manager, will be speaking at the upcoming EV Charging Summit & Expo in Las Vegas on March 18.
