Lock E-33 Dam Breach Analysis

2-D hydraulic modeling of the E-33 Dam breach wave and Emergency Action Plan to comply with State dam safety regulations. 

We performed a detailed hydraulic analysis and prepared an Emergency Action Plan (EAP) for the Lock E-33 Dam. The dam lies immediately upstream of Edgewood Avenue and a large retail shopping area that could be inundated by a dam breach wave. The Lock E-33 Dam is classified as a High Hazard, Class C dam. Bergmann performed a Sunny Day breach analysis that confirmed this classification and prepared an EAP to inform and guide emergency responders as required under NYSDECs Part 673 Dam Safety Regulations. 

 Our team also performed an evaluation of the potential for a rainy day dam breach due to the interconnection of this portion of the Erie Canal with the Genesee River. This investigation confirmed that the guard gates that isolate the Lock E-33 Dam from the Genesee River could be closed well in advance of a ½ Probable Maximum Flood (PMF) on the Genesee River, and that the guard gates would not be overtopped by the ½ PMF.
