Colliers Engineering & Design is providing multi-discipline A&E services to the Federal Aviation Administration (FAA) as part of a five-year contract at the William J. Hughes Technical Center (WJHTC). Phase I of the project began with the FAA providing existing utilities from their GIS to allow our team to plan the field investigation. Within four days, our team inspected over 800 assets ranging from sanitary sewer pump stations and manholes, to electrical substations, transformers, and meters, stormwater inlets/catch basins, security cameras, fire hydrants, sidewalks, roads, parking lots and more. Mobile and web-based GIS mapping applications were used to perform the field inspections. The GIS-based mobile inspection forms enabled our inspection teams to use their mobile devices to view individual inspection assignments in real time and to navigate to the assets within the facility. Performing the inspections using these GIS applications on a mobile device streamlined the process of collecting the data in the field, analyzing the data in the office, and incorporating the field data into the final GIS data deliverables.

Phase II of the project includes the analysis of field inspection data, such as condition assessment and importance factors necessary to develop a 20-Year Master Plan Report for the WJHTC facility. The data collected during the field investigation was critical to the development of design through construction cost estimates for recommended electrical, civil/site, water/wastewater, communications, security, infrastructure projects.
