The Borough of Roselle is traversed by a number of streams collectively referred to as the West Brook. After many years of erosion and development, the West Brook had a limited capacity to adequately contain stormwater. During heavy rains, the West Brook would unleash a torrent of flooding waters, overrunning streets, homes, and businesses. The serious and recurring damage left streets inaccessible, businesses closed, emergency vehicles stranded, and homes destroyed. The West Brook Flood Control project was an initiative that was designed by Union County and administered by the Borough to deepen and widen a two-mile stretch of the Brook to increase its capacity.
As appointed Borough Engineer, Colliers Engineering & Design provided municipal engineering, construction administration, and LSRP inspections for this project. A tremendous number of the surrounding 100-year-old utilities had to be relocated and/or replaced, including electric, water, and gas mains. Considering the high level of inconvenience the community was going to experience, our professionals also launched an unprecedented public outreach campaign to address public concerns and educate the community on the magnitude of the project.
