Toms River Board of Education Referendum Projects

Colliers Engineering & Design is currently managing a $147M Referendum Program for the Toms River Regional School District. The program includes improvements to 23 of the District’s Facilities including 3 high schools, 3 intermediate schools, and 12 elementary schools and grounds. The scope of our work involves comprehensive engineering and construction management services for all building and site-related improvements. Our responsibilities include oversight of all design and construction including the generation of overall project schedules and budgets to match the District’s expectations and aggressive deadlines. We have developed a contracting strategy to phase the projects to minimize interruption to the school operations. As the projects are awarded, we are responsible for construction management services, including QA/QC, payment application review, change orders, scheduling, and permits.

Each of the 23 facilities were in need of various capital improvements. Based on the needs assessment, a wide range of improvements included new roofing, improvements to HVAC systems including electrical upgrades, science laboratory upgrades, security vestibules, security improvements, window replacements and security film, new interior and exterior doors, flooring, and parking lot improvements. Recreational projects included re-surfacing of three artificial turf athletic fields with upgraded amenities and re-development of 13 playgrounds Fully funded by bonding approved through the referendum, these projects are being completed as part of the Township’s Rebuilding Our Schools initiative.
