New York National Guard Facilities: Advancing Energy Performance Across a Statewide Portfolio
Across New York State, National Guard armories serve as essential facilities supporting training, operations, and community response. Ensuring these buildings operate efficiently is critical not only for cost management, but for maintaining reliable, high-performing environments that support their mission.
Our firm was retained by the New York State Office of General Services to conduct comprehensive energy audits at 25 facilities managed by the Division of Military and Naval Affairs over a 24-month period. Each armory was approached as an individual project within a larger system, allowing for site-specific insights while maintaining a consistent, program-wide strategy.
A Data-Driven Approach to Building Performance
Our team performed detailed on-site evaluations at each location, combining walkthroughs of occupied and mechanical spaces with direct engagement of facility personnel. This approach provided a complete understanding of how each building operates in practice, from envelope performance and mechanical systems to control strategies and day-to-day usage.
The result was a comprehensive set of reports tailored to each facility, identifying energy conservation measures with associated construction costs and projected savings. In addition to capital improvements, the evaluations highlighted operational and maintenance strategies that could further enhance performance, offering facility managers practical, actionable guidance.
Supporting Long-Term Efficiency and Compliance
These efforts play a key role in helping the State meet the requirements of Executive Order 88 by establishing a clear understanding of current energy use relative to the 2010 baseline. By identifying cost-effective opportunities to improve efficiency without disrupting operations, the program provides a roadmap for sustainable performance across the portfolio.
Through a coordinated and analytical approach, the project equips decision-makers with the tools needed to prioritize investments, reduce energy consumption, and support long-term facility resilience—ensuring these critical buildings continue to serve their purpose efficiently for years to come.
