Mr. Priolo currently leads the Governmental Services Division at Colliers Engineering & Design, bringing more than 35 years of professional design and management experience across the public and private sectors. His career has centered on civil design and multi-discipline capital improvement projects, with a portfolio that includes roadways and highways, stormwater systems, hydraulic water and wastewater systems, parks and recreation facilities, shoreline protection and dredging, and buildings and structures.
His work in waterfront and coastal communities has demanded extensive coordination with FEMA and CAFRA requirements, particularly in the wake of natural disasters. Following Superstorm Sandy, James played a critical role in helping towns rebuild safely and sustainably, addressing flood and disaster mitigation issues, assisting in the development of prevention and preparation programs, reviewing construction in flood zones for compliance, and serving as a liaison between FEMA officials and communities working to restore critical infrastructure.
Beyond project delivery, James has served in appointed municipal roles including Director of Community Development and Municipal Engineer, managing public agency departments and union/civil service staff for multiple clients. Combined with prior leadership as a project team leader, department manager, and division president at his former firm, that experience has shaped a career defined by both technical expertise and the ability to lead teams and organizations through complex challenges.
