Infrastructure for a New Community at Stewart International Airport
Within the Port Authority of New York and New Jersey’s Stewart International Airport, a 75-acre site is being transformed to support The Grove at New Windsor, a new residential community in a uniquely complex setting. Located along NY State Route 207 and near active airport operations, the project required careful planning to balance new housing with existing infrastructure, utilities, and regional systems.
Our team partnered on the redevelopment to guide site planning and civil engineering efforts for a 275-unit townhouse subdivision across 40 buildings, along with a central clubhouse and supporting amenities. From the outset, the focus was on establishing a reliable and efficient infrastructure framework capable of supporting long-term growth while integrating with the surrounding environment.
Coordinating Utilities Across a Complex System
A significant component of the project involved the design and permitting of new and upgraded utility systems. This included more than 9,600 feet of water transmission and distribution infrastructure, sewer collection systems, and a pumped water distribution system designed to meet potable and fire flow demands. Through hydraulic modeling, including Hardy Cross analysis, our team evaluated interconnected water main loops to ensure system reliability across new and existing networks.
The project required close coordination with multiple stakeholders. Improvements to water and sewer systems were aligned with a neighboring military housing development, while coordination with the Town of New Windsor supported the relocation of raw water transmission mains connected to the NYCDEP Delaware Aqueduct and the design of a booster pumping station.
Advancing Development Through Integrated Design and Permitting
Beyond utilities, our services included surveying, site layout, erosion and sediment control planning, stormwater pollution prevention, site inspections, and landscape and lighting design. By bringing these disciplines together, the project advanced efficiently through design and permitting while addressing environmental and regulatory requirements.
The result is a coordinated infrastructure system that supports The Grove at New Windsor and the surrounding area, establishing a strong foundation for a new residential community while maintaining the performance of the systems it depends on.
