Mr. Chelotti is a Senior Principal, Division Director of Infrastructure Services, and National Alternative Contracting Director at Colliers Engineering & Design, and also serves on the company’s Executive Committee. With more than 24 years of experience in the transportation and infrastructure industry, he leads the firm’s Highway, Bridges & Structures, Rail, Water, Construction Engineering & Inspection (CEI), and Traffic Planning disciplines on a national scale.

Richard has built a reputation for guiding high-profile, large-scale infrastructure programs to successful outcomes, with expertise in alternative delivery methods including design-build and other innovative contracting approaches. His leadership ensures that complex, multidiscipline projects move seamlessly from planning through execution across both urban and rural environments, with a consistent focus on improving mobility, enhancing safety, and delivering long-term value to clients and the communities they serve.

His commitment to the profession extends beyond the firm. Richard has served on the Board of Directors of the American Council of Engineering Companies of Michigan for seven years and currently serves as the organization’s 2024/2025 President.

Richard holds a Bachelor of Science in Civil Engineering from Michigan State University and is a licensed Professional Engineer in 13 states including Michigan, Florida, New York, Ohio, New Jersey, Pennsylvania, and Texas.
