Eisenhower and Snell Locks

Messena, NY

The St. Lawrence Seaway’s Eisenhower and Snell Locks underwent critical infrastructure upgrades to enhance long-term reliability and ensure the uninterrupted movement of commercial vessels. At the Eisenhower Lock, work completed in 2022 focused on replacing large reinforced concrete water manifolds—also known as diffusers—embedded at the lock floor to reduce turbulence during water discharge. Each diffuser measured approximately 65 feet long and contained 190 cubic yards of concrete. The project also included concrete repairs at the inlet manifolds and lift gate recesses. Building on this work, similar upgrades were implemented at the Snell Lock in 2024 to maintain consistent performance across both structures.

Our firm supported these efforts by providing construction inspection services under two major contracts. We oversaw day-to-day construction activities, tracked personnel, materials, and equipment, and conducted quality assurance inspections to ensure all work met project specifications.

In addition, our team reviewed testing data and produced detailed daily reports to maintain transparency and support informed decision-making throughout the project. Our involvement helped reinforce the structural integrity of both locks and contributed to the continued efficiency of one of North America’s most vital commercial shipping corridors.
