With 11 years of dedicated experience in hydropower facility upgrades & large-scale infrastructure rehabilitation and a B.S. in Civil Engineering with a structural concentration from Michigan State University, Shay has successfully transformed critical components of hydropower plants throughout the eastern U.S. His expertise encompasses performing specialized structural inspections using advanced rope access techniques for difficult-to-access structures, assessing problems with various utility owners and operators, developing concept design alternatives and comparison matrices, managing multi-million-dollar design projects, and providing detailed engineering support during construction.
Shay has led comprehensive dam and hydropower facility rehabilitation projects, as well as significant design components of navigation lock rehabilitation projects for distinguished clients including several private and public/private utility clients, Kentucky River Authority, New York State Canal Corporation, and both the St. Lawrence Management & Development Corporations. His hands-on approach combines technical precision with field expertise, ensuring the reliable operation of vital water infrastructure systems that power communities and support economic development across the US.
Shay found in water engineering the perfect combination he was seeking for his career. “I was after a career that would keep me engaged, I didn’t want to do the same type of workday in and day out. I knew I wanted to work on large and unique structures, and to see designs come to life,” Shay added. One of his most memorable projects was leading the full-scale rehabilitation of a dam’s operating components in Pennsylvania, encompassing 14 gates, new operating platforms and hoists, modifications to existing Tainter gates and piers, new electrical controls, and backup power systems. The most remarkable aspect of this complex project was the seamless coordination across multiple disciplines with numerous team members working in perfect harmony. As Shay advises engineers entering the field, the key to success is curiosity and continuous learning, recognizing that the complexity of water engineering requires dedication to asking countless questions and absorbing the industry knowledge that takes time to master.
